Hi. I wish someone would advise me.
I am an NRI and have been living in Qatar in the middle east most of my life and did my whole schooling there. My father has been working in Qatar in a high position with good pay for many years and my brothers and mother have been living under his sponsorship.
When I was 6 years old, (1993) all of us as a family had visited Disney world in USA on a 10 year multiple entry visitor visa. Before this visa expired my father had once again extended our visa in the future (so that the expiry date was now 2008).
There were seemingly no problems because my father was in a very good job position and everything was done through the consulate in Qatar.
But then I went to study in Bangalore,India in 2005. I had never given my American visa a second thought (mainly because we never had a problem with any visas ever while in Qatar. I hadn't known that getting a US visa was a big deal). Also I was never worried about entering the US as I didn't have any fascination for it, having lived in the middle east all my life.
So in 2008 while I was in India, my whole family's American visa expired. None of us were concerned or gave it a second thought. In 2009 I came back to Qatar for a 1 month visit (I was still a student in India and will be until 2011) to renew my Qatar residence permit. My father then told me about our expired American visas. My younger brother had never been to the US (he wasn't born when we had gone to US Disney World in the past). So we all decided to renew our tourist visas and applied to the US embassy in Qatar. No problems. We had never had a problem with visas ever so why should we now?
It so happens that we went as a family to renew the visa. My brother, mom and dad all got a 1 year visitor visa, WHILE I GOT REJECTED!.
I was in a shock as it was the first time I ever got rejected on a visa. In my brashness I demanded the Consulate officer to tell me why I got rejected!!! I did not know anything about 214B ..etc..etc. I was stupid I know. The consulate officer politely declined me saying the interview is over but he did tell me- "Go back to Bangalore, where you are studying, and apply from there".
Now I have finished my course in India and have come back to Qatar. Now I wish to go to the US for a 2 month hospital observership on a B1/B2 visa. But I don't know where I should apply from?
I am no longer tied to Bangalore as I have completed my education there. I don't know if I should apply from Qatar as I have been rejected here before and the officer had asked me to apply in India. And to confuse things even more....my domicile status in India is in Kolkata and not Bangalore.
