  • Visitor visa rejected outside India

Hi. I wish someone would advise me.
I am an NRI and have been living in Qatar in the middle east most of my life and did my whole schooling there. My father has been working in Qatar in a high position with good pay for many years and my brothers and mother have been living under his sponsorship.
When I was 6 years old, (1993) all of us as a family had visited Disney world in USA on a 10 year multiple entry visitor visa. Before this visa expired my father had once again extended our visa in the future (so that the expiry date was now 2008).
There were seemingly no problems because my father was in a very good job position and everything was done through the consulate in Qatar.
But then I went to study in Bangalore,India in 2005. I had never given my American visa a second thought (mainly because we never had a problem with any visas ever while in Qatar. I hadn't known that getting a US visa was a big deal). Also I was never worried about entering the US as I didn't have any fascination for it, having lived in the middle east all my life.
So in 2008 while I was in India, my whole family's American visa expired. None of us were concerned or gave it a second thought. In 2009 I came back to Qatar for a 1 month visit (I was still a student in India and will be until 2011) to renew my Qatar residence permit. My father then told me about our expired American visas. My younger brother had never been to the US (he wasn't born when we had gone to US Disney World in the past). So we all decided to renew our tourist visas and applied to the US embassy in Qatar. No problems. We had never had a problem with visas ever so why should we now?
It so happens that we went as a family to renew the visa. My brother, mom and dad all got a 1 year visitor visa, WHILE I GOT REJECTED!.
I was in a shock as it was the first time I ever got rejected on a visa. In my brashness I demanded the Consulate officer to tell me why I got rejected!!! I did not know anything about 214B ..etc..etc. I was stupid I know. The consulate officer politely declined me saying the interview is over but he did tell me- "Go back to Bangalore, where you are studying, and apply from there".

Now I have finished my course in India and have come back to Qatar. Now I wish to go to the US for a 2 month hospital observership on a B1/B2 visa. But I don't know where I should apply from?
I am no longer tied to Bangalore as I have completed my education there. I don't know if I should apply from Qatar as I have been rejected here before and the officer had asked me to apply in India. And to confuse things even more....my domicile status in India is in Kolkata and not Bangalore. So from where should I apply!

    Interesting story!!!!!.

In the current situation ,no officer will question your applying in qatar .
Because you no longer have any educational , vocational or family ties to India.

    A few qs for better advice;

    1. Are you by any chance a medical graduate? just guessing by your mention of
    'observership"
    2. If yes, have you completed USMLE steps?
3.Careerwise, what are your future plans in life?
4.And where do you wish to settle down?
in qatar, india or the US?

      Thanks Peace99

      Thanks Peace for your info
Yeah I am a medical graduate and it is a medical observership I am planning. I haven't given any of the steps yet but I am planning on it. Though it may sound unbelievable I actually don't have any interest in settling in the USA and will be happy in Qatar. However for my medical residency the best place to do is the USA because of good training and the fact that a American Board certification is accepted anywhere else in the world. (rather than an Indian, Qatari, UK, Australia or any other certification!) Future plan is to give the steps, get an American board certification and/or fellowship. Then settle in Qatar by joining a hospital here s consultant...

Well, they won't give you a visa for observership.

The best thing to do is first take USMLE steps because that is the foundation of everything.
Give it your best shot and get the best scores in step1 and step2ck.
If you have great scores they will easily give you a B1/B2 to take step2cs in US.
You can plan an observership when you go to take step2cs.

            Ok...thanks

            I didn't know that...
Some people from my medical school first applied and gave step2cs and only then the rest of the steps, their reason being that it would be a sad waste if they happen to be rejected for step 2 cs after the the time and effort for step1 and 2ck. Thus they wanted to make sure they were already IN the system before proceding further...

Are you talking about bangalore classmates getting visas for step2cs before taking other steps?
Do you know anyone who got the visa like that?

The offcer has to be sure you are serious about USMLE steps and not just using step2cs as an excuse to enter US.

                Yes plenty of people

Most of my classmates did so...Although some usually combined a visiting elective with their step 2cs. They might have only mentioned the electives to the officers and then taken step 2cs after they reached? The electives were at good US universities though some got visas even at commercial clinical electives too...
I guess its pure luck... But they all made sure that step 2cs was ready and done before proceeding...

You can make sure from your friends what they did.
