In law visa rejected twice.. any other option?

Me and my wife are having a Green Card. I want to bring my Mother In law to US in tourist Visa. My brother in law is also in US and in H1 visa.

Mother in law has only two kids and both are in US and she is widowed.She just have a land in her name, no other property in her name. She is not educated and she is not working. Any option make the case strong to get any visa to bring her here. she already got rejected once and she got rejected yesterday as well.
We need her badly as we are expecting a little one and we need her support for the delivery.

any option for us??
