Visitor visa rejected twice

Hello Sir, I am a doctor, and I am preparing for my post graduation studies in USA, for which i need to appear for an exam in USA. i have to apply for B1B2 category but both the time i got rejected for no reasons. first time i applied from delhi and the next time from mumbai. I want to ask u can I now apply for F1 visa by getting enrolled with one of the coaching centres called kaplan, who will provide wit I 20 and everything, or I should continue with tourist visa again.

If you got rejected to appear for Step 2cs , it is very unlikely that you will get a visa for kaplan.

*Have your cleared your step 1 and 2ck?
