Please Help!!! Visitor visa for my parents

Thanks for posting and be united in forums like this which are very helpfully to others.. I really appreciate ..
I am really disappointed with refusal of my parents visa 3 times... Me and my wife are medical professionals ( resident doctors) finishing our residency this June and graduating from non profit hospital in well standing situation . We are on H1B. We ahve 4 month daughter who has US passport. I wanted my parents to be here on my graduation as it is our most prestigious day in life.my parents are illiterate and they have never traveled even within India.. So I wanted them to visit USA for my graduation and see USA.. we never had intention of bringing them for baby sitting as my mother In law is with us and also we have baby sitter hired..

1 attempt : march 2011. Gujarati language at Mumbai. Daughter not borne and no mention about pregnancy.
I sent sponsor letter

Questions:
Why are you going?
Visiting my son.

What is he doing.
Doctor..practicing (VO had some weirded expression on his face..as my father forgot word residency , he said practice)
Then my father gave him a file which was prepared by agent .. In that there was a invitation letter to my parents typed in Gujarati prepared by agent.. VO again was smiling looking at that letter and asked who prepared papers? My father told agent..

Then he asked what are you doing ?
My father said agriculture

Then he asked my mother; how many kinds you have?
She said 4: two daughters both are married and two sons, one is in USA(me) and other is studying in Bangalore

And then they said you are not eligible

2nd interview: June 2011 @ Mumbai in Gujarati
Mostly same situation but with more confidence

Some how they told my parents that application is different than previous as in business we have mentioned diamond business + agriculture ( actually we have diamond business but not as company so was not able to show) .. This time it was shown as we had it as company with proper tax papers)

So they told same thing.. Not eligible..

3rd interview: April 2nd 2012@ Mumbai in Gujarati. Daughter was borne and her passport is on.
This time I send a graduation letter from my hospital but they were self sponsoring for trip and enough balance in bank

Same questions from VO
Why?
My father told for attending graduation ceremony

What are you doing?
Diamond business and agriculture

Asked my mother
What are you doing?
She told in agriculture

How many kinds?
Told same answer as prevoius ..

And told not eligible ..

My father asked sir kindly please can you tell me the readiness
VO: you are not coming in to the rules of visa

My father asked that can we reapply?
He told you apply 1 time or 5 times rule will not change ..!

Sorry for putting long scenario but I think this will help me to get some good suggestions and will also help other people..

Please advice me what went wrong.. ?? Really genuine people has to suffer becausse of some illegal immigrants ..

My questions are
I am planning for my mothers visa alone now.. Is that ok?
What will be best time to re apply? As my graduation is in mid June
Should I get senators letter?
Should I apply to other consulate? Like new Delhi ?
Finally
Is there any chance now for my parents? I badly wants them to spend at least 1 month with us

Any other suggestions are most welcome

Actually the reason is they do not have any child living with them in India .
You being doctors will be able to support them even if they do not return to India.
So, they become potential immigrants which is against the granting of a visitor visa.


And they have applied too quickly too many times. That shows desperation and more presumption of an immigrant intent.
So , your mo ther applying alone carries low likelihood of success.


I think you should give it more time , let them change their situation ; if they can start living with their other son in bangalore and
apply maybe end of the year from bangalore, It may work.

The best advice is from peace999.
If you are desparate, you can try again but there is no guarantee.
It may be harder the fourth time.
Senator letter? Remember, visitor visa is highly discretionary. Any such out-of-the-rule recommendation could cause the applicants to be permanently debarred from applying in the future.
Do NOT attempt.
