Senator letter -- timing

Hi
I was planning to reapply for my father's visa and have approached the senator's office for this. He has been rejected twice due to lack of ties back home... inspite of showing enough evidence.

Can I go ahead and book the appointment and send in the papers while the senator's office investigates the case or should I wait a while before sending all the documents in.
