How to show strong ties for the visitors visa

Hi,

I am apply visitor's visa for my mother-in-law to visit us.

Her visa got rejected stating 214(B) law. This is law mainly speaks about the strong ties to home land.

My mother-in-law is a widow and she doesn't have any property on her name. She only has some shares on her name. But her parents and her mother-in-law are at our home town.

So can you suggest me how i can show that she has strong ties to our homeland.

Frankly, it is difficult to get B1/B2 visas for widows because the most important tie , her husband is not there. And also, if she does not have any children in India, it becomes very difficult.
In her case she does not even have a property in her name, so only ties left are work ties.
If she is working age-group, she can show running a small business or important community
assignment but I doubt it will be of much benefit.
Also she could show she needed to take care of her parents, if they are living with her. If not , it won't carry weight.
