Visitor Visa for my FIL

Hello all,

My FIL is planning to visit us this summer, but his visa is expired and when he wanted to apply the new rule is that he need not have to goto chennai(he lives in bangalore), he can get the visa from B'lore itself as it is recenntly expired, so just want to know how long does this process take place and is there anyway we can get it done faster..
