Parents Visitor's Visa Approved on 3rd interview at Chennai

Hi,

My parents visa was approved on the 3rd attempt. First time I did some typing mistake in I-134 form hence it was rejected. 2nd time without any reason and moreover without seeing any docs they were rejected. 3rd time they didn't even look into any of my docs literally. They looked at only their application form and their passport. All the docs were returned back and didn't bother to look at it.

I am releved now.

My parents got rejected at Delhi they are from Madras Juris and the consular asked about urgency to traval to US, i didn't see the urgency factor mentioned in the ttsvisas.
Anyway now i want to book an appointment for them in chennai, last week i did the confirmation for appointment in ttsvisas.com, i haven;t used this site previously, I didn;t get any email confirmation and when i want to print the appointment, it asks for web receipt# , it needs the passport# and email id, when i enter this info, it says that info is not found, please help me, should i be doing a new appointment or am i doind something wrong?

Do you know any cases where visitor visas are approved for people going to non-regional consulates. For example, my parents region comes under Chennai. I am trying to take an appointment in Kolkatta because of unavialability of appointments in Chennai for the month of Aug.
