I have 10 years multiple entry B1/B2 visa vali till 2021.I just married to a USA Green card holder.She is going to USA in 1 month. She is putting my file.My que is will be I able to go and visit her on my visa after my file petition??What is batter..to file in India or in USA when I m there?

It depends on what you say at US entry if your petition is already filed.
Coming to visit GC holder wife may cause the officer to think , you may not go back.
Just cite some reason other than that(a genuine business visit), and you should be fine.
If you want her to file after you enter US, then apart from your first visit, your later visits will have the same concern.
I think let her file without delay, because then you will be in line for the visa number, which is going to take few years anyway.
