if ones boy friend is travelling on B1 to USA, can a girl friend join him on B2 visa?
can she joins him with his sponsorship letter?

No, it does not work like that . B1 or B2 visa are given as a combined visa (B1/B2)
B1 is business and B2 is tourism.
