Administrative Processing for 1.25+ years

My father who is 70+ years old applied to renew his US tourist visa at Karachi Consulate in Feb 2011. The visa officer said that we have granted you visa but your case will go for administrative processing. It has been more than 15 months and there is still no answer from them. When you ask them, they say that they have no clue how long it can take. They even have my father's passport. I know that my father can request his passport back but he doesn't need it for any other travel.

I live in USA. Is there any way to get this administrative processing moving and have it completed soon. The staff at Karachi consulate is no help? Is there a place here in USA we can contact and get some real answers on this administrative processing?
