indian passport renewal in USA on visitors visa

Hi All,

Is it possible to renew indian passport, (6-7 months away from expiry) when visiting USA on visitors visa?Can we do this at the Indian consulate in USA?

About a year ago, the Indian mission in US website explicitly stated that you could not do it if you had a visitor visa.
Now they don't mention that
