Tourist Visa (b1/b2) rejected

I am 21 year old student and applied for tourist visa, but got rejected under 214(b) act. My sister lives in US she has got green card and was responsible for my trip and stay in US. The officer denied my visa and even didn't look at my sponsorship letter or any other document.
Is it advisable to reapply again after a week.Does my rejection will trouble me in second interview. What will happen if my visa gets rejected twice. Will it create problem or not?
