Visitor Visa rejected for In-laws. Fees refundable?

Hi,

We applied for a Visitor visa for my in-laws thru an agency in india. Their visa was rejected. Is the Visa fee refundable? We are planning to re-apply again and want to know if we need to pay the visa fee again.

Please educate.

It is application fee not issuance fee. Nothing is refundable.
