I am planning to apply for a visitor visa for my mom, but her last name in her Indian Voter card registration (GOUD) is different than what is written in my passport and all other USCIS documents as (GOWDA). She does not have a passport yet and I am planning to go ahead and apply for a passport now and wanted to know if her last name of her passport should reflect the same last name GOWDA as in my passport so that when applying for a Visa there would be no issues? Please advise.

Not required. Her passport will be issued based on the documented names that are presented for the passport and need not match your last name.
There are many states in India where the last names do not match.

Thank you for getting back, Her last name written in my passport and other USCIS docs is GOWDA, whereas her Indian Voter registration card has it as GOUD, so when she presents her documented papers for applying for a passport, she will get her passport with the last name as GOUD. So this will be a mismatch to what my passport says about her last name. Will this cause any Visa issues for her?
