Visitor Visa /B2

Hi,

My parents got 10 yr multiple visitor visa in may 2001 and it expired in may 2011. They visited 4-5 times during this time frame and never overstayed nor applied for extension.

I read about 'visa interview waiver'..? are my parents eligible for this.. or should they go throught the interview process..

Any one in similar situation. Any information help would be greatly appreciated..
