Visitor visa copy for Air India Ticket

My parents got their USA visitor visa in the second attempt. They haven't got their passport back yet but they wanted to buy the air ticket now.
Travel agent in india told that visa and passport copy is required by Air India to buy the international ticket. Is it true?

I have to agree. Why would the travel agent need the visa and passport to purchase the ticket? The airlines is reponsible for checking the passport/visa validity before issuing the boarding pass.

The travel agent is right, you have to give a copy of passport and visa for purchasing an international ticket. However, you can block the tickets without the passport and visa but before purchasing you need to provide photocopy of those two documents.
