My mother visitor visa was reject 3 times so far over the course of last 2 years, me and my sister both live here in U.S and she is a window. My wife is going through a surgery and would need some care at home, we were planning on apply for a visitor visa for my mother again , Any suggestion will help.

It is essential that you show ties to her home country and that she will return back after her visit to the US. Sometimes not easy. There are a lot of different ways to show that an applicant is a real visitor and won't overstay their visa.
