Staying in USA past I-94 expiration

How does US Immigration know if one stays past expiration date of Tourist Visa? Is it when they apply again and they look at stamp in Passport of re-entry into ther home country?? Because I dont think they check papers upon exiting the USA. Anyone know the answer? Thanks

One is supposed to submit the I-94 to the airline or a land/sea immigration official when one leaves the US. That's where they record the departure in their system.
