Help!! Validity of 10 yr Tourist Visa

My dad got 10 Yr USA visa in 1999, But somehow didnt get a chance to come to the US. He is planning to come in end of July 2005. My concern is that... was he suppose to have traveled in the first 6 months of getting the visa. Is the 10 yr visa still valid.

His visa is still valid until it expires.
