Question on Ties - Properties for B2 Visa

Hi, I applied for visitor visa for my mother twice @ Chennai. Her visa was rejected twice with same reason. My mother is widowed and have no property / bank statement / occupation / PF etc.

Question: Can I show my property as her ties or does it need to be registered on my mother name? Please help...
