B2 Visa refused under section 214(b)

Request your advice / experience for below;
My parents B2 Visa got rejected under Section 214(b) in Mumbai on 8/8/2012. They applied together and plan was to stay in US for 6 months.
1. What are the chances of acceptance if I apply for Mom alone for planned stay of 75 days. Since, my Dad (retired) is in India and they live together, would it be considered strong tie to come back to India ?
2. Would above be considered change of condition or re-applying so early poses huge risk ?
3. There is a question in DS-160 wherein you have to explain why Visa was rejected recently. What should I mention in there ? Should I put explain how conditions have changed since last application in this place or explain the reasons why she would come back to India ?
