Visitor Visa Application not accepted

Hi,

My in-laws attended for B2 visa at Hyderabad Consulate today and the VO asked for my documents as I am sponsoring their visa. And he said "You are ineligible to apply for visa and reapply next year". He didn't give any rejection letter (neither 214 nor 221).

My Documents: My H1b petition is expiring in December-2012.

Is this the reason for ineligibility?

and all other documents paystubs, w-2s and bank statements are fine.


----- My employer is applying for my H1 extension
1. Can they go again for visa as soon as my extension approved?
2. Next time while filling DS-160 form Do they need to mention, visa rejected (since we don't have 214 or 221), If yes what reason, they have to fill?

Please help me with this.

Denial needs to be mentioned, reason can be what was verbally given or they can write that no written denial reason was given.
