Travel Commencement Question

My Mother-In-Law has just been given 10 year B2 Visitor visa (from Mumbai). Issue date 21st June, 2005.

She is planning to come to USA in month of Oct.

I heard from some one that even though she has valid 10 year visa she needs to come to USA within a month of visa issuance date (within a month of 21st June, 2005).

Is this true or she can come to USA any time during 10 year period?

She can enter anytime within the 10 yr period.
