Interview WAiver program for visitor Visa - How soon can my parents attend

Hi,
My parents got visitor visa for only one year in Sep 2011.
They visited us for 3 months this year. Their visa is going to expire in next month.
My parents wants to visit us again this November. I heard about Visa WIP. How soon can they go through this process?
Can they do it now?
