Hi,

My B1/B2 visa has been rejected twice in this year. Should I/Can I represent my case anywhere, through email or by sending a physical letter. Do they consider such requests or will they respond? If yes, where to mail? I applied both times to the US Consulate, Mumbai.

There is no such option. You should probably look at reasons why the B1/B2 were rejected and work on them. This is my opinion not legal advice.
