You can find the following on almost all US embassies web sites:

An applicant may apply at any U.S. Consulate abroad. However, it may be more difficult to qualify for the visa when applying outside one's own country of permanent residence. You are expected to demonstrate strong ties to your country of residence which support your intention to return home after a temporary visit to the US. Therefore, applicants are advised to apply in their own country of permanent residence where they can more easily demonstrate these required ties.

And considering the rate at which indian citizens are refused a visa *when applying in their home country*, I would rate your chances of getting a tourist visa to the US *while on a tourist visa to Canada* at about 0.00%. If you were a RESIDENT of Canada - sure. But the consular officer will ask himself, and will ask you, that question: why aren't you applying in India ?

I have applied for H1B Visa at US consulate in India on 2010 and 2011. Both time I got 221g and after submitting the requirement documents, it went to administrative processing and no reply from consulate after that.

As you mention, rate of refusals are more in India so I though of try my luck from Canada. In my case, Is it worth to try US visitor visa from Canada?

I honestly don't know if you don't understand, or you don't want to understand. Your past history, in *your own country*, isn't very good. How would you rate your chances of someone in Canada granting you a visa, when you cannot even convince the consular officer in your own country ?

Feel free to try. As I said before, your chances of being successful in Canada are about 1/10,000,000.

Thanks for the suggestion. I have dropped the plan to try B1 Visa from Canada.
