Is a tourist visa still valid after a green card was issued?

My mom had a green card issued in 2010 but she left USA in Feb 2011 so the card expired. She also has a tourist visa issued in 2004 that expires in 2014. Is the tourist visa still valid if she wants to come for a visit?
