newborn passport

I just have a question. I'm a filipino citizen and my son is US citizen just born last July 25, 2015. We're still here in the USA but I need to go home to the philippines because i only have a tourist visa but my newborn baby doesn't have a passport yet. My question is:

1. Can I still get my baby a passport eventhough I am a philippines passport holder?

2. How long does it takes to get my baby a passport?
