Is X entry marriage visa possible while on 3 months tourist visa

Hi,

I am engaged with Czech girl and we are planning to marry soon, i want to ask if it is possible for her to get an X visa after marriage with in 3 months duration, as she will come here on 3 month tourist visa, As she doesn't really want to make another round trip to Europe. I have heard that it takes a lot of time to get this visa..? is it true? if yes how much time approx ?
