Needed info to apply visiting visa

Hi Freinds ,
I have H1 B visa ending on sep 30 2013 and applied for extension, received the receipt numbers as well only waiting approval.

Now at this situation can i apply for parents visiting visa as i need them on emergency. BUt as discussed i have valiad visa till sep 30 2013
