Conversion of visitor visa to H4

Can we apply H4 for a dependent who is in US on visiting visa? pls suggest the process..

Go to USCIS.gov and read about changing status(form I-539).

Please remember that if he/she changes status in USA and then need arises to travel outside US in future,
he/she will have to apply for an H-4 visa at US embassy at home to come back to USA.
