B2 extension file-waiting response, can i file f1 before decision?

Hi,

I have been in US for about 5 months on a B2 visitor visa. my i94 expires on 20th jan and I applied for extension through USCIS ELIS on Dec 28th.(about 3 weeks before expiry).
Still waiting on decision.
I checked out a college I want to attend here and I wanted to know if
1)I can apply for my F1 now (before i94 expires)?
or
2)do I have to wait on extension's decision?
3)if yes to 2) then what if my extension decision comes after expiry of my i94. then can I apply f1?dont I becomes out of status then?

Well I am not expert to answer you , but i want through with this process , so let me share few thoughts. First you can not file for extension or status change (I539) before 60 days of your I94 expire, otherwise it will show intention that you are pre planned to misuse your B2 visa. Second you need to contact with educational institution to issue you I20 form. Third, be very clear that change of status / extension is very risky it can harm your visa , in case of denial.
