Entry on B2 after out of status stay

My mother in law travelled to USA on 1 January 2014 with B2 visa. Her i94 was given till 1 July 2014. We applied for stay extension on June last week. We received a letter saying her stay is extended till 1 November 2014 on 28th November 2014. So, she left us on 2nd December 2014.
Now(Dec 2016), nearly after one year of out of country stay. Can she travel back to US on B2?

If she has overstayed for 4 days her multiple entry visa automatically void. She has to apply for new visa.
