conversion of h4 to b1

Hi,

My sister is currently holds H4 dependent visa. Recently my brother in law expired in India who was on H1B till aug 2018. and my knees 2 years old and a U.S citizen. can anyone Please advise if my sister can convert her visa to B1/B2. As she need to go back to U.S to complete few formalities like vacating house , closing bank accounts etc...

There is no conversion. She can apply for a fresh B1/B2.
