I-94 Extn 2nd time in Consecutive year

Guys,

My MIL I-94 is getting expired in the month of March and we are planning to extend for 2 more months. Here is the situation and need your suggestions,

1. My MIL 1st came to US in 2006 Sept and her I-94 was extended till April 2007 (2 months extn). She returned back again in Nov 2007 with 6 months of I-94, which will be expiring in Apr 2008.

2. Can we submit the extention again for 2nd Consecutive year?

3. My Brother in law sponsered them for the 1st time and he submitted the i-94 extn aswell, so who has to submit the I-94 extn? does this matters? and how soon we need to send the docs?
