Lost Visa Extension Letter

Dear Sir or Madam:

Ten years ago, my parents visited USA. Their visa were extended at that time. This week, when they tried to get new USA visa, the USA consulate in Shanghai, China, wanted them to show that they stayed USA legally at that time. However, we can not find extension approval letter. What should we do?
