Visitor Visa extension and certified mail...

I send in my in-laws visa extension by certified mail about 1 week back from Los Angeles to Laguna Niguel. I had also attached a return receipt. The USPS website doesnt mention it as delivered till now ! and my $140 check is not cleared and neither did i receive the return receipt. Anyone knows how much time does it take ?

Usually, it takes 3 to 4 months for visitors visa extension.
