B2 extension to F1

Hi, I have two scenarios that needs anybody's inputs.

1. Would it be possible to apply COS from b2 to f1 while b2 extension is in process?

2. Can I apply for COS from b2 to f1 once my b2 extension is granted?

1. Possible. If it will be approved or not is a different story. If your I-94 already expired, then read about "bridging" on the forum.
2. Possible.
