I-539 for H1B to B2

Here is my situation. I have been working with a company for a few years on H1B which expired a few months back. H1B extension had already been filed on time and its current status is pending. I'd like to apply for B2 tourist visa for leisure and to take care of my personal belongings before I return back to my home country. Is it okay if I file I-539 while my application for H1B extension is still pending?
I was trying to fill out I-539 application and of course i have some doubts. Kindly help answer my questions below.

Part 1 (Expires On)
- As mentioned above, My application for H1B extension is still pending. What date should I fill out on this?

Part 3
- Is this section applicable to me as I have the receipt number for the H1B extension application.

Part 4 (Answered Yes to Question 3g)
- Whether the employment was specifically authorized by USCIS > I am confused on how to answer this. I know my company is E-Verified. Please advise.

In addition to the I-539 application that i need to submit, based on this M-752. Do I have to submit a separate written statements explaining Part D 1 & 2? If so, Is there any site that provides any samples on that (structure/format of the statement)?
