i am confused!!

my dad works for the goverment and he gets reimbursed for all the medical bills in india. when he comes to US, does he still need another medical insurance to cover him here?
also does he need to carry the medical insurance evidence with him at the port of entry? can they be denied entry due to not having insurance?
