Visitors Insurance claims in other states than that given while joining

While joining there is a field to specify the state in USA.
Does this mean I can make my claim in that particular state. If I can make claims from other state, why a particular state needs to be specified while joining.

It is mentioned that a virtual I'd will be provided while joining and hard copy will be shipped afterwards.

Can the claims be maid with virtual I'd. Please clarify.

Certain plans have state restrictions and that is why you enter a state. You will have a virtual ID card but an address is still required with many plans. If you need additional assistance please feel free to contact our office.

Say for instance I take insurance from Atlas America with Texas state and I want to take treatment at Florida. Is this possible? If possible what will be the restriction.
We want to tour and we can not predict where a medical condition will arise. Please suggest best insurance agency or plan that will be the best for us.
