There is no concept of upgrading from fixed to comprehensive.

You can any time cancel fixed coverage plan and buy a comprehensive coverage plan fresh. Any new medical conditions that occur after the effective date of the NEW policy will be covered in the new plan.

Therefore, if you buy a fixed coverage initially, and if you fall sick and you realize that fixed coverage in not enough, now if you want to buy comprehensive coverage plan, it would be too late to do that as whatever problem you already got into would be considered as pre-existing condition in the new comprehensive coverage plan and not covered at all. And whatever little coverage you had in the fixed coverage is lost as well as you would have canceled it.

Therefore, it is practically of no use to purchase fixed first and then buy comprehensive later.
    Thanks & Regards
