Patriot America - What does "precertification requirement" mean?

Hi,
I just bought Patriot America visitor insurance for my 62 year old mom. The ID card says - "This coverage contains precertification requirements. Possesing this card does not guarentee coverage". What does this mean? Do I have to get some precertification to be eligible for coverage? Or does that mean I have to apply for precertification before getting any medical care/help in which case what should I do in case of emergencies? Somebody please explain
