question on IMG Visitor Care Fixed coverage

Hi Narendra,

If we take Fixed covergae plan (IMG visitor care) and say the patient went to ER, does the plan cover all the costs after the deductible?
Because the coverage is for 25,000$, does it cover all the costs if the total hospital bills are below 25000$?

If that were the case, why would anyone buy comprehensive coverage plans?
