Cancellation before effective date

My parents are planning to come soon. Can I buy the coverage now and cancel it if their dates gets changed ? Will I get a full refund in that case?

You can put the coverage now and cancel it if they are not coming. As long as you cancel it before the effective date, you will get a full refund in most plans. If you buy a plan that has application fee, you will not get that back.
You can also change the effective date, before the insurance starts.
