Insurance to get the VISA

Hi ,
I am not sure this question related to this forum or not,
any suggestions/refers to other sites would be appreciated

My parents went to chennai consulate on 20th of October for Vistor VISA, and they were asked to get the insurance inorder to get the visitor VISA.
Exact sentences wirtten by the consular,
-Sponsor needs to purchase health insurance for both applicants
-Needs to send proof of purchase and policy coverage.
What needs to send, since VISA has not been issued, and Tickets were not confirmed.

Please help me in this.
