Can F2 visa purchase visitors insurance?

Dear Sir or Madam, I am an international student with F1 visa status for graduate study. My health insurance has been covered by my university. I wonder if my wife with F2 visa status is eligible for purchasing your fixed coverage plans for visitors to US, such as "Visitors Care" or "Inbound US".
