Liaison Majestic - Pre-existing conditions coverage question

I am planning to purchase Liasion majestic for my parents who will be visiting USA in August for around 2 months. My father is 70 and my mother is 64 years. I understand that in most cases heart related emergencies are treated as pre exisiting condition. If there is emergency treatment required for pre existing condition, would I get negotiated bill from PPO provider? >From my experience I understand that the hospital original bills are very high and negotiated bills are considerably lower.
